The National Organization on Fetal Alcohol Syndrome Urges Women to Abstain from Alcohol During Pregnancy Due to the Risk of Birth Defects

WASHINGTON, Sept. 8, 2012 /PRNewswire-USNewswire/ -- Prenatal alcohol exposure is the leading preventable cause of developmental disabilities and birth defects in America.  Representing the nine months of pregnancy the ninth day of the ninth month—September 9th—is International Fetal Alcohol Spectrum Disorders (FASD) Awareness Day and serves as an important reminder that alcohol-related birth defects are completely preventable when pregnant women abstain from alcohol.

FASD describes the range of potentially lifelong physical, mental, behavioral, and/or learning disabilities that can occur in an individual whose mother drank alcohol during pregnancy.

Because no amount of alcohol can be considered safe during pregnancy the Centers for Disease Control and Prevention and the U.S. Surgeon General advise that, "A pregnant woman, or a woman who is considering becoming pregnant, should abstain from alcohol," and, "A pregnant woman who has already consumed alcohol should stop in order to minimize the risk."

The National Institute on Alcohol Abuse and Alcoholism (NIAAA), part of the National Institutes of Health, supports science to understand how alcohol interferes with fetal development and how FASD can be identified and prevented.

"Research tells us that while heavy and binge drinking during pregnancy pose the greatest risk, moderate and light drinking is linked to stillbirth, problems with attention and judgment, and poor social skills.  The challenge is to overcome the mixed messages and misconceptions about the risk of light drinking. No amount is completely safe, why take the risk?" says Tom Donaldson, president of the National Organization on Fetal Alcohol Syndrome (NOFAS).

NOFAS serves as a resource for individuals and families living with FASD and seeks to prevent the disorder. NOFAS vice president Kathy Mitchell reflects on the unfair stigma surrounding women who do drink, "I've never met a woman who intentionally harmed her child by drinking. Either they didn't know they were pregnant, they may have been misinformed of the risk by their doctor or the media, or they need and deserve treatment for alcohol dependence."

NIAAA acting director Dr. Ken Warren sums it up, "The message is simple, not just on September 9, but every day. Women who are, who may be, or who are trying to become pregnant, should not drink alcohol."

Comcast Kicks Off Year Two Of The Groundbreaking Internet Essentials Broadband Adoption Program Designed To Help Close The Digital Divide In Washington State

BURIEN, Wash., Sept. 8, 2012 /PRNewswire/ -- Comcast/NBC Universal President Kyle McSlarrow joined today with state, local and school district officials as well as special guest SpongeBob SquarePants at Seahurst Elementary School to announce year two of Internet Essentials, an ambitious and comprehensive broadband adoption program designed to help close the digital divide for low-income Americans.  In its first full year of availability, more than 100,000 families or 400,000 Americans are now online, including nearly 5,000 Washington families or almost 20,000 state residents. Comcast continues to enhance the program with new features and processes designed to accelerate enrollment in the program.

Comcast representatives as well as representatives from Goodwill and Neighborhood House, two of the company's many nonprofit partners, were on hand to meet with families and answer questions about their programs. 

New in 2012:
Since Internet Essentials launched, Comcast has made a number of program enhancements including:

  • Expanded eligibility criteria to include families with children eligible to receive reduced price school lunches under the National School Lunch Program.  This means nearly 300,000 additional households are now eligible for the program, bringing the total to 2.3 million eligible families;
  • Doubled broadband speeds to up to 3 Mbps downstream and up to 768 Kbps upstream;
  • Upgraded the free Internet safety software to include the Constant Guard Protection Suite, which includes top-rated Norton Security Suite, identity theft protection and more;
  • Enriched digital literacy training efforts both online and in-person, including offering a series of short videos, featuring NBC and Telemundo news personalities Al Roker, Kate Snow, Jenna Wolfe and Jose Diaz-Balart, discussing how to use job search tools and social networking site as well as tips for what parents should know about cyber bullying;
  • Streamlined the approval process by providing an instant approval process for all students who attend schools with the highest percentage of NSLP participation, which includes Provision 2 schools;
  • Introduced a bulk order program that empowers community-based organizations to purchase Internet Essentials accounts so they can connect the eligible families they serve.

Internet Essentials Program Details:
Internet Essentials addresses three primary barriers to broadband adoption that research has identified – a lack of understanding of how the Internet is relevant and useful, the cost of a home computer and the cost of the Internet service.  Program participants receive:

  • Residential Internet service for $9.95 a month plus applicable taxes;
  • No price increases, no activation fees, or equipment rental fees;
  • A voucher to purchase a low-cost computer for $149.99 plus tax; and
  • Access to free digital literacy training in print, online and in-person.

A household is eligible to participate if it meets all of the following criteria:

  • Is located where Comcast offers Internet service;
  • Has at least one child who is eligible to receive a free or reduced school lunch under the NSLP;
  • Has not subscribed to Comcast Internet service within the last 90 days;
  • Does not have an overdue Comcast bill or unreturned equipment.

Comcast will sign up eligible families in the program for at least three years, through the end of the 2013-2014 school year.  Any household that qualifies during this three-year period will remain eligible for Internet Essentials if at least one child eligible for a free or reduced lunch remains living in the household. 

In Washington, Comcast is working with a growing network of community-based organizations to spread the word about Internet Essentials and provide digital literacy training.  Those organizations include El Centro de la Raza, Neighborhood House, New Futures and Tacoma Urban League among others.

Long Beach City ban on medical marijuana found to be preempted by Ca. state law

LOS ANGELES, Sept. 8, 2012 /PRNewswire/ -- Long Beach Municipal Code Chapter 5.89, a city law banning all medical cannabis collectives, was deemed preempted by state law and invalid by a Los Angeles Superior Court judge. In early July, 2012, the Ca. Second District Court of Appeal struck-down Los Angeles County Code section 22.56.196(B), a ban of all collectives similar to LBMC 5.89. In an order dated August 17, 2012, in Victoria Pappas v. City of Long Beach, LASC No. BC484645, Judge James R. Dunn wrote, "LBMC Chapter 5.89 is virtually identical to LACC 22.56.196(B) and is therefore preempted by state law." Matthew Pappas, attorney for Victoria Pappas, his daughter and plaintiff in the case, said "The Judge's decision properly reflects the law in California and protects patients like Tori from discriminatory laws like 5.89." According to Pappas, his daughter was severely injured in an assault last year. After undergoing emergency brain surgery and a lengthy hospital visit, she was prescribed opiate based pain medication. She discontinued use of the opiate-based pain medication and switched to medical cannabis through a licensed doctor recommendation. In the suit, she alleged that the LBMC 5.89 ban prevented her from accessing cannabis medication while patients who use more dangerous drugs like Oxycontin and Lortabs can simply walk into any corner pharmacy without fear of police raids or attacks. Attorney Pappas noted that the judge's order operates to invalidate Chapter 5.89 and that he will be filing additional motions next week in the case.

Kia Racing Closes Gap In Grand-Am Championship Battle With Top-Five Finish In Penultimate Round Of Continental Tire Sports Car Challenge

SALINAS, Calif., Sept. 8, 2012 /PRNewswire/ -- The season finale for the 2012 Grand-Am Continental Tire Sports Car Challenge (CTSCC) is going to be a nail-biter. Thanks to Kia Racing co-drivers Nic Jonsson and Andy Lally scoring a top-five finish today at Mazda Raceway Laguna Seca, the No. 10 DonorsChoose.org/Infinity Audio Forte Koup is just nine points out of first place in their quest for a second-consecutive championship.

"Our competition gambled a bit on pit stop strategy today, and because there were so many yellows, it paid off for them in terms of getting the win," said Lally, describing the race, which was marred by eleven caution periods and more yellow-flag laps than green. "But our conservative approach got us valuable points, and we showed that we had the pace to run up front. We're still very much in the hunt for the championship, but it's going to be tense at Lime Rock."

Jonsson was fastest in morning qualifying, earning Kia Racing's fourth pole position of the season, and he and Lally ran comfortably in the top six for most of the two-and-a-half hour contest, avoiding trouble en route to the team's fifth top-five of the season.

Teammates Michael Galati and Mat Pombo, meanwhile, started the No. 12 DonorsChoose.org/Infinity Audio Forte Koup sixth and ran among the top 10 until mid-race pit stops shuffled them back in the running order. Their anticipated march back to the front of the field, however, never materialized as first Pombo was assessed a stop-and-go penalty for jumping a restart and then a succession of full-course cautions eliminated any opportunity to race for position.  

Kia Racing heads back across the country to the Northwestern corner of Connecticut for the 2012 CTSCC season finale at Lime Rock Park on September 28. In the interim, race fans can tune in to SPEED for the broadcast of today's race, which will air September 16 at 1:30 p.m. ET. (Time and date subject to change. Check local listings).

Stratospheric Balloon Launch Site in Timmins: First Tests Are Successful

LONGUEUIL, QUEBEC--(Marketwire - Sept. 14, 2012) - This week, the Canadian Space Agency (CSA) and the French space agency (Centre national d'études spatiales or CNES) travelled to the future stratospheric balloon launch site in Timmins, Ontario and successfully completed a series of tests for the first trial launch scheduled for 2013.

Taking place from September 10 to 13, 2012, the main objective of these operations was to perform a dry run of the end-of-flight stages of a stratospheric balloon. The experts validated the various procedures associated with the recovery of the balloon envelope and the flight chain, which includes the control system and mock-ups of scientific instruments. When a balloon mission ends, the balloon falls on the ground. Regardless of where it lands in a forest or in a field, it must be recovered. 

"Now that we have successfully completed this dry run, I can't wait to witness the next flight campaigns," remarked CSA President Steve MacLean. "Since these missions will be low-cost, it will be possible to carry them out regularly, which will have a direct impact on the training of our next generation of space scientists and engineers. This collaboration between the CSA, the CNES and the City of Timmins will help Canada maintain its position as a world leader in the space exploration field and to continue developing its scientific and technological innovation capacities."

Bohong Receives Approval from PRC National Development and Reform Commission for Wescast Acquisition

BRANTFORD, ONTARIO--(Marketwire - Sept. 14, 2012) - Wescast Industries Inc. (TSX:WCS.A) ("Wescast") today announced that, in connection with its previously-announced acquisition by Sichuan Bohong Industry Co., Ltd. ("Bohong") of China, Bohong has advised Wescast that Bohong has received a necessary People's Republic of China approval, being the approval of the National Development and Reform Commission ("NDRC"). The approval of the NDRC is required for any transaction related to foreign investment outside the People's Republic of China.

As disclosed in Wescast's June 1, 2012 press release, Bohong requires debt financing from the China Development Bank in order to complete the acquisition. The approval of the NDRC is required in order for the China Development Bank to provide financing for the acquisition. As disclosed in Wescast's August 31, 2012 press release, Bohong has until November 30, 2012 to receive certain other approvals, provide Wescast with definitive financing documents with China Development Bank and waive its closing financing condition. In order for the acquisition to be completed, all closing conditions, including receipt of certain other approvals of the People's Republic of China, will need to be satisfied or waived.

Interactive Shopping Matters® Tours Offered at Walmart

BALTIMORE, Sept. 15, 2012 /PRNewswire-USNewswire/ -- More than 1,000 shoppers at Walmart locations across the state of Maryland learned new skills for buying healthy food on a limited budget today, after a series of educational tours held in the stores.  The Shopping Matters tours, developed by the anti-hunger nonprofit Share Our Strength® and led by Walmart associates, taught shoppers to compare unit prices, read food labels, identify whole grains and buy fruits and vegetables on a limited budget. After the tour, participants applied the skills they learned to buy ingredients that would make a healthy meal for a family of four, for under $10.

"We recently released a study that showed 85 percent of low-income families want to make healthy meals, but only about half are able to do so on a regular basis," said Janet McLaughlin, Senior Director of Share Our Strength's Cooking Matters. "The cost of groceries is a big concern for Maryland families, but healthy eating doesn't have to break the bank."

In addition to the Shopping Matters tours, two Walmart stores held activities focused on healthy living for the nearby community. In the Bowie and Baltimore (Port Covington) locations, chefs and students from the American Culinary Federation demonstrated how to make Mango Salsa and taught shoppers about knife skills and safety. Local children learned about the MyPlate food icon and played games with the Wizard Girls, the official dance team of the Washington Wizards, and athletes from the University of Maryland.  

Shopping Matters is an initiative of Share Our Strength's Cooking Matters, a program that helps low-income families get the most bang for their buck at the grocery store and cook healthy, delicious meals. In early 2012, the Walmart Foundation announced a $4 million grant to Share Our Strength to support the expansion of Shopping Matters tours across the United States and to reach low-income families with hands-on cooking, shopping and nutrition education in six-week Cooking Matters courses.

Tours started in Maryland in early 2012 and will continue to be offered across the state as part of the Partnership to End Childhood Hunger, which is part of Maryland's efforts to increase access to healthy food for children at risk of hunger. Cooking Matters and Shopping Matters are part of the No Kid Hungry campaign, which works to end childhood hunger in America by connecting kids in need with nutritious food and teaching families how to cook healthy, affordable meals.

After completing a Shopping Matters tour, 54 percent of participants say they intend to compare unit prices to get the best deal and 56 percent say they will seek out whole grains on ingredient lists.

New Changes in the Delivery of Medicaid Home Care Services in N.Y.C.

The Federal Government has given New York State the go ahead to make Managed Long Term Care (MLTC) for Medicaid recipients over 21 years old MANDATORY for those needing community based long term care services.  These changes will have a major impact on senior citizens throughout New York State.

This mandate will also apply to N.Y.C. residents and seniors who have Medicare and receive or who are applying for Home Care services.  This is the beginning of the end of straight Medicaid for Home Care services for seniors.  Seniors seeking Home Care services will now have to apply for Home Care services through a MLTC vendor.  Under the managed care plan, a recipient can only use providers that are within their network.  Previously, under straight Medicaid, a recipient could use any provider that accepted Medicaid.

Medicaid recipients will begin receiving notices from the Human Resources Administration to select a managed care provider and when they do, they will have 60 days to select a managed care provider.  Failure to make a selection will result in a selection being made on your behalf. These changes will be phased in by January 2013.

The potential effect of these changes is that the managed care providers will be paid a fee for providing a bundle of services that will cause them to limit the amount of Home Care services provided.  It could also result in a number of seniors being recommended or referred to nursing homes if the managed care provider decides that the amount of Home Care services needed is more than they want to provide.  Legal advocacy to prevent unwarranted referrals to nursing homes will be required. Seniors and others receiving Medicaid may also have to change their doctor if that doctor is not part of the managed care plan's network of doctors.
